Earl was born October 12, 1931 in Boise Idaho to Charles and Eva Clark.

From 1951 – 1954 Earl served in the US Air Force in engineering as a staff sergeant during the Korean War, receiving an honorable discharge on November 8, 1954.   Upon his return back to Boise, Earl began his lifelong career with the US Bureau of Reclamation as an Engineer.
